DUTIES AND RESPONSIBILITIES:
Reporting to the Chief Financial Officer and Senior Vice President, the Director of Payroll and Benefits is responsible for the overall management of the Payroll and Benefits department, which includes the bi-weekly payroll processing for over 1,400 employees. The Director of Payroll and Benefits will manage the maintenance of the SAP Payroll system in conjunction with IT staff taking a lead role in tax and payroll compliance reporting, and develop short-term and long-term strategies for continuous improvement in payroll and benefits operations. The Director of Payroll and Benefits is also directly responsible for the supervision of the Payroll Department staff and the Benefits Specialist.
- Provides the leadership and supervision to ensure all payroll operations are carried out in an efficient, effective, accurate and expedient manner.
- Manages, develops and modifies SAP payroll system requirements for optimal efficiency.
- Develops custom reports to meet the requirements of daily payroll/benefits tasks and Library management.
- Leads the continued implementation of SAP payroll system as needed and required.
- Works internally with Finance and HR to address matters relating to payroll.
- Ensures progressive and innovative ideas and processes are researched and implemented to increase efficiency and productivity. Ensures key stakeholders receive the information required to make staffing decisions.
- Acts as the key internal and external contact for audits of payroll.
- Ensures full utilization of all payroll systems applications, including managing and testing all implementations and system enhancement upgrades.
- Identifies opportunities for maximum use of SAP functionality and develops processes for improved efficiency, quality, timeliness, and accuracy of all Payroll and Benefits tasks.
- Collaborates with functional and technical staff, both internal and external, to achieve required HRIS and accurate payroll results.
- Establishes, documents, and manages payroll internal controls emphasizing data integrity, reporting, security and compliance.
- Maintains knowledge of all legal, federal, state, and local requirements, and government reporting regulations affecting payroll, taxation and garnishments ensuring compliance.
- Ensures all year-end processes (W-2, etc.) are handled timely and accurately.
- Implements best practices for an effective benefits communication strategy to employees, develop more efficient internal procedures for enrollments and staff exits, managing invoices with more controls for the budget process, and monitor all processes for compliance with benefits legislation.
- Supervises and coaches staff to ensure they remain current and in compliance with best practices, applicable laws and all reporting and payroll tax obligations.
- Ensures performance reviews are accurate and completed in a timely in accordance with the Library’s performance management system for staff.
- Ensures that performance documentation is maintained, up-to-date and accurate.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor's Degree and a minimum of five years of related professional experience required.
- Experience supervising a payroll team.
- Proficiency with the architecture, reporting and analytics and tax compliance of an Enterprise Resource Planning (ERP) system.
- Expertise in both health and welfare plan design and administration.
- Full understanding of all benefit program regulatory compliance, budget requirements, and analysis.
- Ability to multi-task and work under pressure with strict deadlines.
- Ability to motivate, mentor and lead a team.
- Excellent customer service, interpersonal, oral and written communication skills.

PREFERRED QUALIFICATIONS:

Familiarity with SAP preferred.
